Creating Safe and Vibrant Places to Socialize Downtown San Jose is seeking to enhance its night culture to provide value and services to the increasing number of downtown residents, visitors and office workers. As Downtown is poised to expand significantly, we must concentrate on the elements that will incorporate this growth proactively and positively. A vibrant center city entertainment scene with high-rise housing, corporate headquarters, successful eateries, clubs, hotels and retail also means we will be able to attract and retain diverse and desirable consumers that seek to live, work, play and socialize in an authentic urban environment. In 2006, a Downtown Working Group (DWG) was formed to define implementation procedures and examine some of the larger trends and issues affecting Downtown’s entertainment industry. The DWG’s stated mission is to identity an ongoing framework for development and timely implementation of policies and procedures that improve and support the Downtown culture by promoting a clean, safe, and inviting experience for residents, business owners and visitors alike. A February 2007 report summarized the recommendations of the DWG to the City Council and sought support for implementation of a series of tactics aimed at fulfilling the mission and objectives of the group. These objectives included diversifying and balancing late-night entertainment with other uses in the Downtown, providing a safer Downtown and improving communication and co-operation among the Downtown stakeholders. The San Jose Downtown Association, City of San Jose and San Jose Redevelopment Agency have partnered to contract with the Responsible Hospitality Institute (RHI) to assist in facilitating the implementation of two specific recommendations of the Working Group - initiating a 90 day soft closing pilot program and establishing a program to license promoters. In addition, RHI will conduct a more extensive Hospitality Zone Assessment focusing on six core elements required for the evolving downtown to be a vibrant mixed-use area with safe and vibrant places for residents and visitors to socialize during day, evening and late-night hours with minimal impacts on public safety and quality of life. The Hospitality Zone Assessment assists communities to work toward consensus and establish a collaborative alliance among hospitality, safety, development and community organizations.
